Vietnam considered imposing tariffs on imported steel flat products to protect domestic steel producers. Firstly, the overseas steel was relatively cheap. Second, the additional capacity in 2020 might lead the oversupply situation to be worse.
Vietnam was one of the few Asian countries which have not set up trade barriers on imported hot-rolled coil (HRC). Market participants said that Formosa Ha Tinh Steel Corporation and Hoa Phat Steel, two of the largest Vietnamese hot-rolled coil manufacturers, had lobbied the Vietnamese government to impose protective tariffs on HRC.
On the other hand, the steel consumers objected to the proposal of levying safeguard tariffs. They worried that the policy would lead to a rise in the production costs.
